Japanese Prime Minister Shinzo Abe says he wants to hold a summit with President Park Geun-hye.

Abe vowed Monday to exert active efforts to improve Japan’s ties with neighboring countries, mentioning hopes to hold a summit with Park and Chinese President Xi Jinping.

The Japanese government earlier proposed holding a South Korea-Japan summit on the sidelines of the G20 summit set to open in Russia next month. But related efforts were said to have collapsed on Seoul’s assessment that proper conditions have not been met for the summit.

Regarding Japan's moves to revise its Constitution to allow the right of collective self-defense, Abe said the timing for the revision has not been set. He said it is important to discuss details of the revision with the people in a way they will easily comprehend.

Abe is visiting Kuwait on four-nation Middle East tour through Thursday. Other stops include Bahrain, Djibouti and Qatar.
